Dimension: Multilateral Institutions
Multilateral institutions
Set the norms, confer legitimacy.
A multilateral institution is an organisation that countries create by treaty and govern together. The United Nations system is the largest family. Others include the IMF, the OECD, the WTO and regional bodies such as the African Union, ASEAN, the OAS and CARICOM.
If development banks are the system's banks, these are its parliament, its standards bodies and its emergency services.

|---|---|---|---|
| Review who is targeted for scarce assistance | Programme officers and country directors. Targeting itself is a red line and is never automated | Needs assessments, registration data, field reports | Matching atlas cases |
| Triage cases for human-rights and justice mechanisms | Case officers and investigators | Testimony, submissions, prior findings | Matching atlas cases |
| Escalate an early warning of violence | Political affairs analysts | Field reports, open sources, often sparse and multilingual | Matching atlas cases |
| Select and pay an implementing partner | Country office management | Proposals, capacity assessments, audit reports | Matching atlas cases |

Sphere here
Role in the strategy
The norm-setters and the humanitarian caseload. These bodies own the peace, justice and humanitarian decisions where AI risk is highest and human control most mandated: field-report and testimony analysis, early warning, targeting review for social protection, and case triage for human-rights and justice mechanisms.
How the conversation opens
Here the guardrails open the conversation, not the framework: consent of affected people, do-no-harm, data minimisation, sparse and multilingual data, judicial independence.
Why it matters beyond revenue, and what Sphere offers
They confer legitimacy. A UN-system deployment, documented against agency AI-ethics frameworks, is the reference every ministry will ask for. Reporting · translation and transcription · declassification and archive review.
